Business & Licensing

Who is eligible to pay?

Any person carrying out business in KTC's jurisdiction except those who are exempted under Section 8(2) of the Trade Licensing Act. The exempted businesses include among others the following:

  1. Any trade carried on in a market
  2. The trade of a planter, farmer, gardener, dairy person or agriculturist in respect of sale of his or her own dairy or agriculture produce
  3. The trade of a person in respect of goods bonafide made by him or her by his or her handicraft in or any premises where he or she normally resides, or by the handicraft of persons nor-mal: residing with him or her or who are his or employees or members of his or her family
What documents do I need to apply for a business license?

How long does it take to process a business license?

The processing time for business licenses varies:

  • Standard Processing: 1 working day
  • Complex Applications: Up to 3 working days
Can I operate my business while waiting for license approval?

No, you cannot legally operate your business without a valid license from Kayunga Town Council. Operating without a license may result in:

  • Fines and penalties
  • Business closure
  • Legal action

We recommend applying for your license well in advance of your planned opening date.

Payments & Fees

What payment methods are accepted for council fees?

There are 3 ways to pay your taxes:

  • Agent banker Provide them with your PRN and cash and receive a recipt after completion of transaction
  • Bank payments: Have your PRN paid through any bank
  • Mobile Money: MTN Mobile Money and Airtel Money

Always request and keep your payment receipt as proof of transaction.

When is the effective date for payment of a trading license?

This is a financial year based tax payable before commencement of business every 1st day of July of every year and expires on the 30th of June of the next yea

What happens if I pay my fees late?

Late payments may incur penalties:

  • 1-30 days late: 10% penalty on outstanding amount
  • 31-60 days late: 20% penalty on outstanding amount
  • Over 60 days late: Additional legal actions may be taken

A development application is a formal request submitted to the Town Council for permission to carry out development works such as construction, renovation, change of land use, or subdivision of land.

All development applications must comply with the Physical Planning Act and the Kayunga Town Council Physical Development Plans.

When is development permission required?

Development permission is required for:

  • Erection of new buildings or structures
  • Extension, alteration, or renovation of existing buildings
  • Change of use of land or buildings
  • Subdivision or consolidation of land
  • Excavation or filling of land
  • Display of advertisements/signage
  • Temporary structures and uses
What documents are required for a development application?

The following documents are typically required:

  • Completed application form
  • Copy of land title or proof of ownership
  • Location plan (1:2500 scale)
  • Site plan (1:500 scale)

What is the deadline for paying local service tax?

The local service tax payment deadlines are as follows:

  • First Quarter: March 31st

  • Fourth Quarter: December 31st

Late payments attract a penalty of 2% per month on the outstanding amount.

How do I apply for a tax clearance certificate?

To apply for a tax clearance certificate:

  1. Ensure all your tax obligations are up to date
  2. Complete the application form available at the revenue department
  3. Submit the form with copies of your national ID and business registration
  4. Pay the applicable processing fee
  5. Collect your certificate after 3-5 working days

You can also apply online through our e-services portal.

What should I do if I receive an incorrect tax assessment?

If you believe you have received an incorrect tax assessment:

  • Submit a written objection to the Revenue Department within 30 days
  • Provide supporting documents for your claim
  • Request for a review meeting with the revenue assessment team
  • If unsatisfied with the outcome, you may appeal to the Town Clerk

All objections are processed within 14 working days.

Parish Development Model (PDM)

What is the Parish Development Model?

The Parish Development Model (PDM) is a government strategy for organizing and delivering public and private sector interventions for wealth creation and employment generation at the parish level as the lowest economic planning unit.

The program aims to move 39% of households from subsistence to the money economy through seven pillars:

  • Production, Storage, Processing and Marketing
  • Infrastructure and Economic Services
  • Financial Inclusion
  • Social Services
  • Mindset Change
  • Governance and Administration
  • Data Management and Management Information System
Who is eligible to benefit from PDM?

Eligibility criteria for PDM beneficiaries:

  • Must be 18 years and above
  • Must be a resident of the parish for at least 6 months
  • Must belong to a recognized enterprise/group in the parish
  • Must not be a beneficiary of other government poverty alleviation programs
  • Must have a national ID
  • Must be engaged in a viable income-generating activity

Priority is given to women, youth, and persons with disabilities.

How can I register for PDM in my parish?

To register for PDM:

  1. Contact your parish chief or community development officer
  2. Join or form an enterprise group in your parish
  3. Attend parish meetings and sensitization sessions
  4. Submit your details to the parish development committee
  5. Participate in the parish information system registration
  6. Develop a viable business plan for your enterprise

Registration is free of charge and ongoing throughout the year.

What financial support is available through PDM?

PDM provides several forms of financial support:

  • Revolving Fund: UGX 100 million per parish annually for enterprise groups
  • Agricultural Inputs: Improved seeds, fertilizers, and livestock
  • Equipment: Modern farming tools and processing equipment
  • Training: Skills development in modern agricultural practices
  • Market Linkages: Connection to buyers and value addition opportunities

The revolving fund is managed by parish savings and credit cooperatives (SACCOs).

Bulungi Bwansi

What is Bulungi Bwansi?

Bulungi Bwansi is a community self-help initiative where residents voluntarily come together to work on community development projects for the common good.

The program focuses on:

  • Road maintenance and construction
  • Environmental sanitation and cleanliness
  • Construction and maintenance of public facilities
  • Community security initiatives
  • Disaster prevention and management

Participation is mandatory for all able-bodied community members aged 18-60 years.

When are Bulungi Bwansi community work days?

Bulungi Bwansi community work is scheduled as follows:

  • Every Saturday: General community cleaning and maintenance
  • First Saturday of the month: Major community projects
  • Special occasions: As announced by local council authorities

Work typically starts at 8:00 AM and ends at 1:00 PM. All community members are expected to participate with their own tools.

What happens if I cannot participate in Bulungi Bwansi?

If you are unable to participate in Bulungi Bwansi activities:

  • You must inform your local council leader in advance
  • Provide a valid reason (sickness, travel, emergency)
  • You may send a representative in your place
  • Alternatively, you may pay a fine as determined by the local council
  • Persistent absence without valid reason may lead to community sanctions

Exemptions are granted for the elderly, persons with disabilities, and those with genuine emergencies.

How are Bulungi Bwansi projects selected?

Bulungi Bwansi projects are selected through a participatory process:

  1. Community members suggest projects during village meetings
